Draft electoral rolls published; SPR 2025 with SVEEP launched

In an effort to ensure comprehensive voter enrolment and transparent electoral processes, Chief Electoral Officer (CEO) of Manipur announced publication of the Draft Photo Electoral Rolls for all 60 assembly constituencies on Tuesday.
Releasing the draft roll during a press conference held at the CEO's office, here, on Tuesday, CEO Pradeep Kumar Jha said that the publication marks the initiation of the Special Summary Revision (SSR) 2025, an exercise for updating the electoral roll ahead of the forthcoming elections.
Citizens, representatives of political parties, and other stakeholders have been advised to examine and verify the draft rolls at offices of Electoral Registration Officers (EROs), Assistant EROs, and Booth Level Officers (BLOs), as well as on the official website of CEO Manipur.
Recognised national and state political parties are entitled to one free printed copy of the draft rolls for each assembly constituency, with the option to purchase additional copies at nominal rates.
For those preferring digital format, DVD-ROMs of the rolls are available at Rs 100 per constituency at the CEO's office, Lamphelpat.
These provisions aim to facilitate a thorough review process by political parties and encourage public participation in ensuring the accuracy of the electoral records, the CEO said.
He further informed that the draft rolls feature some notable updates.
The gender ratio has slightly improved to 1069, up from 1068 in the final 2024 rolls.
The elector population ratio, however, has seen slight decrease to 54.84 per cent from the previous year's 55.54 per cent.
Additionally, the total number of registered electors has reached 20,34,660, an increase of 8,037 voters since the last final roll in 2024.The number of polling stations remains steady at 2,955 .
The Special Summary Revision will span from October 29 to November 28, with designated dates for citizens to submit claims and objections on November 9-10 and November 23-24 .
Final publication of the revised electoral rolls is scheduled for January 6, 2025.During this period, new voters who meet the eligibility age of 18 years as of January 1, 2025, can submit claims using Form-6 .
The revision also accommodates future 2025 eligibility dates - April 1, July 1, and October 1 - allowing potential voters to apply in advance.
This advance submission process enables voters to ensure their names are accurately recorded in line with their eligibility dates, supporting a seamless voter enrolment experience, he said.
Aiming to boost youth participation, particularly among first-time voters, the CEO has also launched Systematic Voters' Education and Electoral Participation (SVEEP) campaign under the theme 'Eikhoi Voter Challasi'.
This campaign focused on educational outreach across Manipur, including colleges, universities, and other institutions where Electoral Literacy Clubs will be activated.
Special camps in schools and universities will further raise awareness, guiding young people through the enrolment process.
Mobile vans promoting electoral inclusiveness and awareness were flagged off from the CEO's office, with the goal of reaching even the most remote areas of the state.
The campaign includes radio jingles and street plays centred on voter registration and inclusivity, designed to engage a broad spectrum of citizens and emphasise the importance of electoral participation.
The CEO's office has specifically highlighted efforts to facilitate the registration of Internally Displaced People (IDPs), ensuring these citizens are not excluded from the electoral process due to their temporary residence status.
The CEO called upon all eligible citizens to actively participate in the revision process by reviewing the draft rolls, submitting claims and corrections, and ensuring that their records are up-to-date.
He emphasised the significance of broad participation in the Special Summary Revision to fortify the democratic process and enhance voter inclusiveness across the state.
UKHRUL: The Draft Electoral Roll for the Phungyar assembly constituency has been officially published and is now available for public inspection at the Electoral Registration Office and designated polling stations of the constituency.
A notification issued Tuesday by the electoral registration officer (ERO) HL Jain confirmed that the Draft Electoral Roll was prepared in accordance with the Registration of Electors Rules, 1960, adding that the qualifying date for the preparation of the Electoral Rolls has been set for January 1, 2025.Citizens wishing to include their names on the roll, or who have objections regarding the inclusion of names, must submit their claims by November 28, it said, adding that Forms 6, 7, and 8 are available for this purpose, depending on the nature of the claim or objection.
Eligible citizens who will turn 18 on any of the subsequent qualifying dates in 2024 - April 1, July 1, or October 1 - are encouraged to file their claims for inclusion in advance.
These claims will be considered in the relevant quarter of the year based on the qualifying date.
The notification then asked such citizens to submit their claims or objections directly to the ERO's office in Kamjong or send them via post, ensuring they arrive by November 28 deadline.
