Imphal, July 25 2014 :
Tribal Youth Council Manipur (TYCM) has furnished the copy of its press release lamenting over the recent Order of the Government of Manipur dated 3rd March, 2014 for appointment of Revenue Tribunal in the Hill Areas of Manipur where the Manipur Land Revenue and Reforms Act, 1960 is not extended to the Governor today, according to a statement issued by its president M Tolkham Maring.
The copy of the press release said, "A plain reading of section 2 of the Manipur Land Revenue and Land Reform Act, 1960 reveals that the said Act extend to the whole Area of Manipur except to the Hill Areas thereof.
The word 'Tribunal' as defined under section 2(vv) of the said Act means, "Any officer appointed by the state Government to be the Tribunal for the purpose of the Act and any other law for the time being in force in the state of Manipur, as such, the necessity and rationale for constituting a revenue tribunal in the Hill Areas, where the Manipur Land Revenue and Land Reform Act, 1960 is not extended remains a big unanswered question.
In truth, the said order dated 3rd March, 2014 instead of providing for a blanket operation, it must itself specify/mention as to the exact number of villages within the 4 (four) Hill Areas that is covered by the newly established tribunal.
Now, therefore if the concerned authority has failed to settle the matter within a period of 15 (fifteen) days from the publication of this Article, the matter will be referred to the President of India, The Chief Justice of India, the Prime Minister of India and the Home Minister for necessary interference" .
