MCPCR recommends immediate relief, justice for Malemnganba's family

Imphal, February 18 2025:
A vehicle used by assailants of Laishram Malemnganba, who was shot dead near the Moirangkampu Awang Leikai crematorium on February 10, has been recovered by the police from near a culvert along the Waiton-Wairi inter-village road.
According to a police report, the vehicle, a Maruti Swift car (MN06L 4145), used by the perpetrators in the Laishram Malemnganba murder case, was recovered around 3 pm on Tuesday.
The car, which had been parked in the area for the past few days, was reported to the police by local residents.
Upon investigation, the police confirmed that it was the one used by the murderers of Malemnganba.
Subsequently, a Porompat police team, which is investigating the case, along with Porompat SDPO and a team from Heingang police station, arrived at the scene and examined the vehicle.
A forensic team also carried out an investigation.
It may be mentioned that a JAC formed in connection with the killing of Malemnganba had claimed his body from the JNIMS mortuary, only after the police assured that two individuals involved in the murder have been identified and they would be arrested soon.
As of Tuesday, no arrests have been made in connection with the murder, except for the recovery of the car.
Meanwhile, Manipur Commission for Protection of Child Rights (MCPCR) has taken up suo moto cognizance in connection with the killing of a minor, identified as Laishram Malemnganba alias Thoinao (15) son of late L Ibocha of Moirangkampu Awang Leikai under Porompat police station, Imphal East.
The incident occurred oh February 10, at his own locality when he was attacked by armed assailants.
According to the recommendation letter issued by the commission, a team of MCPCR, led by its chairperson K Pradipkumar visited the family of the deceased on February 13, and interacted with the bereaved members as well as representatives of the Joint Action Committee formed in connection with the case.
The Commission was taken aback by the family's dire condition, as they were already struggling with abject poverty following the death of the head of the family, Laishram Ibocha, a few months ago.
The murder of the minor has further devastated the household.
Following the visit, MCPCR has made specific recommendations to the commissioner/director (social welfare), Imphal East deputy commissioner, director (CAF&PD), and Imphal East SP for immediate intervention.
The Commission has urged for an expedited police investigation to ensure that the culprits are booked and punished as per the law.
It has also recommended that the deceased's family be provided with ex-gratia compensation at the earliest.
Additionally, MCPCR has called for the extension of social security schemes, including Old Age Pension/ Widow Pension for the victim's mother, subsidised PDS ration under CAF & PD, and an educational sponsorship facility for the youngest sister of the deceased, who is currently studying in Class VI .
