High Court asks for documents in PHED recruitment case

Imphal, October 12 2024:
The High Court of Manipur, in a recent hearing of writ petition (WP(C) No 634 of 2024) filed by one Thokchom Bebina Devi, has directed the chief engineer and first appellate authority of the Public Health Engineering Department (PHED), to furnish relevant documents related to recruitment of Section Officer Grade-I.The court issued the directive following non-compliance with an earlier order passed on September 5, 2024 .
During the proceedings held on October 10, RK Deepak, senior counsel representing respondent No 3, sought permission to recuse self from the case, which the court allowed.
The petitioner was represented by senior counsel N Ibotombi, while W Joykumar appeared for respondent No 1 and K Roshan for respondent No 2.Respondent No 3, the chief engineer of PHED, did not have legal representation present.
The court had previously ordered respondent No 3 to provide the necessary documents to the petitioner, who holds the position of superintending engineer (Urban Circle), PHED.
These documents pertain to the recruitment and appointment of 91 Grade ! Section Officers, as notified on November 10, 2023 .
Despite the clear instructions, the documents have not been submitted.
In light of this, the court has directed respondent No 3, PHED chief engineer, to produce all relevant official records concerning the recruitment process and present them by the next hearing scheduled for October 16 .
Additionally, the registry has been instructed to deliver a copy of the order to respondent No 3 via special messenger by October 14 .
The court also directed the state chief information commissioner, Manipur Information Commission, to halt further proceedings in appeal case No 44 of 2024 until the High Court grants leave to continue.
