NE Indigenous Peoples' Parliament enters 2nd day

Imphal, December 11 2015 :
The 1st North East Peoples' Parliament (NIPP 2015) organized by Coalition for Indigenes' Rights Campaign, Manipur, Assam Sanmilita Mahasangha and Assam Meitei Apunba Lup entered its second day.
On Friday, the parliament held its third, fourth and fifth sessions at Kangshang, Khuman Lampak Sports Complex, Imphal.
The third session was chaired by Hidangmayum Dwijasekhar Sharma, former Principal DM Collage of Science.
In the session, the agenda on Economy and Development � (a) Look East Policy (b) Foreign Direct Investment was first moved by Dr L Bishwanjit, UIBE, Beijing.
In the fourth session chaired by Prof Rajendra Kshetri, Department of Sociology, Manipur University, Prafulla Hafala, President of All Dimasa Students Union, Assam, first moved the agenda on Population influx and Identity Crisis.
After due deliberation from the respected delegates, the following recommendations were adopted.
(1) To extend support and solve all the problems of illegal influx in the States of the North East India
(2) To further recommend the Indigenous people and tribes of the North East to avail all the constitutional and legal means to check and control the illegal influx
(3) To further recommend that the working group will be empowered to explore the possibilities of amending Article 5-11 of the Indian Constitution and the Citizenship Act, 1955 to accommodate the interest of NE indigenous people
The recommendations made during the 3rd session will be taken together with the on-going 5th session on Economy and Development a) Land and Natural Resources b) Water and Big Dams.
The speaker of the 5th Session is Prof Ak Bimol, JNU and the first mover is Ramanda Wangkheirakpam, a Renowned Activist
The recommendations adopted by the 5th sessions on the agenda - "Economy and Development - a) Land and Natural Resources b) Water and Big Dams."
1.To urge Government of India to seriously relook into the need to include the issues of tribal and indigenous rights in the constitution of India
2.While doing so, in tune with the existing International Covenant on the rights over Land and Resources of the Indigenous and tribal people
3.To inform concerned Civil Society Organization of these issues and not to depend only on Government
4.To entrust the Working Group to work out the modalities.
