Delay in submission of forensic reports derails justice

Owing to failure of Manipur State Forensic Science, Pangei to submit reports in time, over 2000 criminal cases have remained pending in various courts of the State.
The lone forensic science laboratory of the State was set up in 1998 to facilitate justice delivery system in connection with criminal cases.
But it has been able to submit reports against 382 cases up to March 31, 2014 only and reports of over more than 2000 cases are still yet to be submitted.
Though the laboratory covers other northeastern States as well since its inception, failure on its part to submit reports in time against various criminal cases has lowered its credibility and efficiency.
Lack of required staffs has been cited as the main reason for failing to submit reports in time.
Only 18 posts have been filled so far against the sanctioned 43 posts.
The remaining 25 vacant posts included 11 scientific posts.
Since 2011, the forensic laboratory has been indulging in collection of evidences by visiting crime scenes to help police in its investigation.
But apart from shortage of required staffs, sophisticated equipments in the laboratory have been not repaired due to lack of fund.
It may be noted here that DGP Sahid Ahmed had stated that necessary steps may be taken up to rope in experts from outside the State to help in submission of reports against the pending cases by the laboratory if need arises but the same has been not done so far despite its urgency.
