The United Committee, Manipur, UCM, has petitioned the C Upendra commission of enquiry to initiate action against a government official for allegedly bearing false witness before the commission over the matter of whether the resolutions passed by the state Assembly for protection of the state's territorial integrity were forwarded to the Centre or not..
The UCM, in an application to the commission, noted that Wahengbam Bhaktaraj Singh, under secretary in the state home department, had on December 20 claimed under oath that there were no records to show that the Assembly resolution adopted on March 14, 1997 for safeguarding of the state's territorial integrity had been forwarded to the Centre.
Bhaktaraj had also claimed that the state home department had no records of a letter said to have been sent from the Assembly secretariat to the secretary, home, under memo no 1/4(8)/ 95-LA (Logn) dated March 15, 1997, forwarding the said resolution, the application noted.
On the other hand, it pointed out, Th Chourajit Singh, secretary, Assembly, had produced before the commission the copy of a letter no 2/8/90-8/96, of the government of Manipur, secretariat, home department, dated June 26, 1997 addressed to the secretary, ministry of home affairs, government of India, which, it said, proved that the state home department had received the letter no 1/4(8)/95-LA (Logn) dated March 15, 1997 from the Assembly secretariat, and that the same had been forwarded to the Centre.
