The National Investigation Agency (NIA) has categorically stated that Kuki militant groups KNA, KNF and UKNA etc were involved in the brutal killing of four persons including a father-son duo near a water treatment plant at Ningthoukhong Kha Khunou at around 3.50 pm on January 18, 2024.The NIA today submitted a charge sheet before the Special Court, NIA Manipur against Luminsei Kipgen alias Langingmang alias Mang alias Levis (35) s/o Songin of Mamong village, Churachandpur district who was arrested earlier in connection with the brutal murder of the four innocent people.
The charge sheet was submitted for taking cognizance of the offence committed by the accused under different sections and to issue process for trial.
During investigation, the NIA received specific information that the accused was involved in the present case and he had been shot on his leg by security forces during an attack at DC Office and SP office of Churachandpur and had fled to Guwahati for treatment with the bullet injury.
The alleged accused was arrested in another case by Dispur Police Station on March 20, 2023 .
During judicial custody interrogation, the accused disclosed that on January 18, 2024, a group of terrorists belonging to different Kuki underground outfits viz; UKNA, KNA and KNF etc came toward Ningthoukhong Kha Khunou from the hills of Churachandpur to commit terror activities.
The terrorist gang observed the situation of the valley from the nearby hill and chose six armed members including the accused to enter Ningthoukhong Kha Khunou and attack civilians in the area to create terror in the minds of people while the remaining members of the terrorist gang stayed at the hillside to observe and help the assault team of six members navigate.
Ningthoujam Nabadip Meitei, one of the victims, was captured by the accused and other terrorist gang members at Khujailok Turen Mapan near the water treatment plant.
The Kuki terrorists tied his hands and gagged his mouth using the scarves and laid him down on the ground with his face upward.
The Kuki terrorists then stabbed him to death while the accused took video recording of the horrendous act for propaganda and to instil fear in the minds of people, the charge sheet detailed.
Thereafter the accused along with his terrorist gang members proceeded toward the water treatment plant and killed three more innocent civilians by firing indiscriminately using sophisticated weapons, it mentioned.
The accused also conspired with other members of the terrorist gang to kill innocent civilians using sophisticated weapons to create terror in the minds of the public in general and other warring communities in particular.
The accused along with other members of terrorist gang executed the conspiracy by killing four civilians to promote enmity between the two warring communities in Manipur and to instill fear in the minds of the public, it mentioned.
The investigation of the case continued against the remaining suspected persons in the instant case to unearth the entire conspiracy and prayed the Court to take cognizance of the offences charges under sections 302, 307, 153A, 120B, 34 IPC and under section 16, 18 20 of UA(P) Act and section 25(1A), 27 of Arms Act and issue process to start trial in accordance with law.
Special Court NIA Manipur registered the application as a Cril Misc Case.
The Special Court, after perusing the application, observed that it will not be proper to conduct any proceeding in connection with the charge sheet at present.
However the Court allowed filing of the charge sheet and ordered that further proceedings may be taken up in connection with the charge sheet later, if required.
On 18 January, 2024, Kuki militants armed with sophisticated weapons came down from Lamlai Kabui village and after travelling around 2 Kms reached the water supply plant located in a middle of paddy fields at Ningthoukhong Kha Khunou and killed four civilians including a father and his son who were keeping watch over the water treatment plant.
The victims were identified as Oinam Bamonjao, his son Oinam Manitomba, Thiyam Somendro and Ningthoujam Nabadeep, all from Ningthoukhong Kha Khunou.
