MLA Meghachandra seeks amendment to BAC rules

Observing that formation of Business Advisory
Committee (BAC) has violated
the existing rules, Congress
MLA K Meghachandra sought
a time schedule for proper discussion on the matter
since continuing the proceedings before amending
the rules will tantamount
to undermining the existing
rules.
Forest and Environment
minister Th Biswajit tabled
the second report of the BAC
2022 on the first day of the
second session of Manipur
Legislative Assembly on
Monday.
Moving a motion on the
report, MLA Meghachandra
said that a notification for the
sitting of the BAC was issued
on July 11.As per Rule 266(1)
of BAC, the maximum number of members of BAC should
be nine including the speaker
and deputy speaker.
Speaker should be the ex-officio
chairman of the committee
and it should mandatorily
have the deputy speaker as
its member, as per the rules.
However, the House has not
appointed the deputy speaker
yet and absence of the deputy
speaker from the committee
is a violation of the rules.
Upon studying rules of
other states, most of the
states do not make membership of the deputy speaker
mandatory in the committee.
The state could also adopt a
similar approach in order to
avoid violation of rules, he
said while drawing attention of the House members
to discuss on the mater.
In response, speaker Th Satyabrata acknowledged the suggestion of the opposition member and
invited suggestions and opinions in this regard.
Later, the House allowed to move the motion.
