Imphal, November 23 2012:
Delegates of the Joint Committee on Inner Line Permit System (JCILPS) today called on Union Home Minister Sushilkumar Shinde in the presence of MP Dr T Meinya at New Delhi.
During the meeting, the JCILPS delegates apprised the Union Home Minister about the sustained mass movements for enforcement of ILPS in Manipur.
They also underscored the need for an appropriate law/regulation which can protect the identity, culture and rights of indigenous peoples.
A memorandum and some other documents related with the demand for enforcement of ILPS in Manipur were submitted to Sushilkumar Shinde.
The documents included Manipur Council Resolution No 4 of 48 dated February 26, 1948 on Approval of Permit System to enter into Manipur, Merger Agreement 1949, Manipur Cabinet decision of July 12, 2012 and the State Assembly Resolution of July 13, 2012 .

The meeting was cordial and positive, said a press release issued by the joint committee.
Yet, Sushilkumar Shinde questioned the delegates about the merits of ILPS.
Going by the Union Home Minister's question, it appears that the Government of India was not taking the issue with due seriousness even as the people of Manipur have been demanding ILPS for the last many years.
It also exposed that the Government has not thought about any mechanism to check illegal influx into Manipur.
Even though the meeting was very cordial, the Union Home Minister refused to give any verbal commitment or written assurance.
As such, the ongoing movement need to be intensified and carried forward until ILPS is enforced in Manipur.
