Even as the State Cabinet had decided to hold the Assembly Session of August 21, the Governor has not released any file to the Assembly Secretariat to convene the sitting, said a highly placed source.
The State Cabinet on August 4 had decided to convene the monsoon session of the Assembly on August 21 and it had sent a recommendation to the Governor.
However, the office of the Governor has not released related documents and files to the Assembly Secretariat, said the source.
For the Assembly to sit on August 21, the Governor has to release files concerned to the Assembly Secretariat.
But, the Governor has not yet released any files to the Assembly Secretariat.
This has also delayed the Assembly Business Advisory Committee meeting, explained the source.
As the Business Advisory Committee meeting has been delayed, it is hard to say if the Assembly Session will be held on August 21, added the source.
The Manipur Legislative Assembly Rules of Procedure and Conduct of Business Rule Number 4(1) states that the Governor may summon the House to meet at such time and place as he/she thinks fit.
Rule No 4(2) states that the Assembly Secretary shall issue a summon to each Member specifying the date at least fifteen days before the date of commencement of the Session.
