Advocates representing the Legal Cell of the United Committee, Manipur (UCM) have today categorically denounced the Government officials particularly those in the Home Department for their alleged gross negligence in despatching the State Assembly resolutions for safeguarding the territorial integrity of Manipur to the Centre.
The file under No 8/90-H/96 of the State Home Department which is said to have contained the documents of despatching one of the Assembly resolutions to the Centre is also found missing, the UCM counsels disclosed during a press conference this evening.
The file was reportedly sent by the then Chief Secretary PL Thanga to the Secretary, Ministry of Home Affairs was notified to have been found missing by the State Home Department on December 28 last year.
The Department even appealed to all other Departments to return the file if found in their custody, they said.
Mention may be made here that the UCM in an application sought the Upendra Commission of Inquiry to summon the then Chief Secretary PL Thanga or his successor before it to ascertain the situation whether the resolution had actually been despatched.
The UCM application will be heard before the Commission tomorrow, according to sources.
The State Government counsel may also file a written objection against the application of the UCM.
The UCM Legal Cell lawyers I Lalitkumar, N Koteshwor, P Tomcha, L Kiranmala and K Lanngamba have discussed the legal status of tackling the case, they said.
Except for the uncertain resolution, all the other remaining resolutions were never sent to the Central leadership, they charged.
All the resolutions of the State Cabinet which were sent to the Centre also did not mention about the Assembly resolutions, they disclosed expressing their suspicion whether there was some underlying meaning behind the omission.
The counsels have also condemned the officials of the State .
Assembly Secretariat for not expediting any means of sending the resolution passed on March 22 last year in the interest of the people.
They also declared that the territorial boundary of Manipur should not be threatened by any 'political boundary'.
Meanwhile UCM condemned the attack on Babloo, Executive Director of Human Rights Alert and demanded action against the the CRPF personnel, who assaulted him.
