Bhubaneswar, December 11 2015 :
Manipuri youth L Poumai's mysterious death has taken a new turn with the Commissionerate Police converting it into a case of murder on Thursday.
It has also decided to conduct a second post mortem on the 23-year-old to reinvestigate the case.
A DSP-ranked officer from Manipur along with Poumai's family lawyer Ashphiri Zho met Police Commissioner Dr RP Sharma and pointed out that they were not satisfied with the post-mortem report as well as outcome of the investigation.
Basing on the complaint lodged by them, the Commissionerate Police decided to register a case of murder at Capital Police Station.
After the meeting, Dr Sharma informed that a forensic experts team of SCB Medical College and Hospital, Cuttack will conduct the second postmortem since Poumai's body has been preserved.
The process will be videographed and held in presence of a Magistrate to make it transparent.
Earlier, an unnatural death case was lodged with Capital Police Station when Poumai's body was found hanging from a tree on the campus of an OAS officer's official residence in Unit VI here on December 2 morning.
The first post-mortem report pointed at death by hanging and ligature marks occurred before death.
Zho told mediapersons that the Commissionerate Police has agreed that an officer of Additional DCP rank will monitor the investigation and the DSP-ranked officer from Manipur will be allowed to remain present.
Sharma said Commissionerate Police carried out investigation on basis of a report filed by the OAS officer from whose residence campus the body was found.
As per preliminary investigation, Poumai was first found in an injured condition near railway tracks of Barkul by two locals on November 30 .
They took him to the railway station and Balugaon Station Superintendent made an entry and shifted him to the local Community Health Centre.
However, the 23-year-old allegedly returned to the station after which RPF called an ambulance and shifted him to Capital Hospital.
The next night, the youth went missing.
His body was found hanging on the OAS officer's campus on December 2 morning.
Curiously, no medico legal case was recorded either by the Government Railway Police or RPF on November 2 .
The Manipur youth had left from Dibrugarh for Bengaluru, where his brother is staying, on November 27.He had called his brother and mother from the train saying he was being bullied by some youth.
