Slur casts on Engineering Cell of Education

The Engineering Cell of Education (S) Department has been accused of flouting the rules and regulations of the Central Public Works Department as given in its manual.
A reliable source informed that Chief Engineer of the Engineering Cell W Kesho has been allegedly acting on his own whim and fancy in matters of contract work allocation and execution.
Even though CE Kesho did Electrical Engineering, he is involved in issuing tender notice for civil works, appending his signature in measurements and granting technical sanctions against CPWD guidelines.
The CPWD manual clearly lays down that the relevant engineer should not be involved in works beyond their discipline, and that any engineer even if he/she is Chief Engineer cannot handle these works, said the source.
In other words, an electrical engineer having no knowledge of civil engineering cannot interfere in the works of the latter and vice-versa.
Moreover, the CE was appointed on contract basis for a period of one year and his contract period had expired on May 31 this year.
While his service period has been neither extended nor re-appointed, CE Kesho has issued work orders for engineering works RMSA and others by manipulating dates of issuing the orders.
The engineering cell handling engineering works for both School Education and Higher Education.
In view of the increased work load of the engineering cell following extra attention given to education sector by the Planning Commission of India, the State Government appointed the CE last year.
