Complaint lodged against PWD DPC

A complaint has been lodged with the Governor against the DPC conducted by the MPSC for promotion of PWD's 42 AEs (civil) to Executive Engineers (civil) .
The Secretariat Administrative Department sent a recommendation to the MPSC on December 30, 2021 to hold a DPC for promotion of 42 AEs to EEs.
Of the 42 posts, 34 were already vacant in the year 2019-20 while the other eight posts would become vacant following retirement of incumbent EEs in March 2022, sources said.
At the time, the Secretariat Administrative Department sent the recommendation, eight out of the 42 posts were not vacant.
The eight posts were thus marked as anticipated posts.
According to the sources, one should be serving as AE (civil) for at least six years before he/she is promoted to EE (civil) .
If there are not enough AEs who have served at the same post for six years, engineers who have served as SO for 14 years and another three years as AE may be considered for promotion to the post EE as per rules and regulations, said the sources.
In order to fill up the 42 posts of EE including the eight anticipated posts, the MPSC held a DPC on January 12, 2022 .
However, allegations were raised that the DPC was not held in strict compliance with the proceedings recommended by the Secretariat Administrative Department.
It was also alleged that the proceedings of the DPC were manipulated.
Of the total 42 posts of EE, those posts which were vacant in 2019-20 should be filled up on April 1, 2020 while the anticipated eight vacant posts should be filled up on April 1, 2022 .
But the list brought out by MPSC after holding the DPC was topped by the eight anticipated vacant posts while the 34 posts which were already vacant came below.
On the other hand, the Department of Personnel issued two office memorandums on April 21, 2020 and September 1, 2020 .
The MPSC strictly complied with these office memorandums when it held DPC for promotion of PWD's SO Grade-II to SO Grade-I .
With the DPC held in strict compliance with the office memorandum issued on April 21, 2020, candidates who were thought to be ineligible became eligible for promotion, said the sources.
But the MPSC did not comply with the office memorandum issued by the Department of Personnel when it held a DPC for promotion from AE (civil) to EE (civil) on January 12, 2022 .
On being enquired with DP when the office memorandums would come into effect, the DP clarified that the office memorandums would come into effect from April 1, 2020 .
It was also alleged that four ineligible candidates were included among the candidates promoted from SO Grade-I to AE through DPC.
The sources said that certain quarters have serious grievances against MPSC member Dr Lokho Puni on the DPC held on January 12, 2022 for promotion from AE (civil) to EE (civil) .
Giving a detailed account of their grievances, one Rita submitted representations to the Governor and the MPSC Chairman on October 29 .
Acting on the representation, the Secretary to the Governor of Manipur wrote to the Chief Secretary on the same day to take up necessary action against MPSC member Dr Lokho Puni for his alleged wrongdoings, said the sources.
