Imphal, October 30 2024:
Manipur Government Services' Federation and Manipur State Pensioners' Union have submitted a joint memorandum to the chief minister and the chief secretary, urging settlement all pending issues faced by state government employees and pensioners.
According to the memorandum, after the 7th Pay Commission came into force in the state, the two bodies had been pushing for increasing the DA and DR on par with the central government employees.
It continued that time is now ripe to increase the same so as to improve the economy of the state, especially with Manipur having the lowest DA and DR in the country, and address issues faced by employees and pensioners alike.
It further asserted that the wage rate set by the state government in 2016 should have been revised in 2021 as per the Minimum Wages Act.
Although the state cabinet decided to revise the current rate, no formal order has been issued.
If the rate is not revised in time, then there will be issues in implementing compatible wage for workers engaged in private establishments.
Furthermore, the promotion and MACP processes of government employees are pending, with many departments lacking promotion benefits in their organisational structures.
As such, MACP is the only one protecting the grace of the employees, maintained the memorandum, while urging the state government to initiate relevant process for resolving the promotion and MACP issue.
The memorandum also highlighted pensioners' demand for annulling the National Pension System (NPS) and resumption of Old Age Scheme, rectifying the anomaly claims/issues such as differences in pay structure of same post in different institutions, increasing the retirement age from 60 to 62 years and others.
Accepting the memorandum in his office, the chief secretary assured the representatives of bodies to consult with authorities concerned and put the demands into action.
