'Parliament, assembly sessions generally held thrice'

The Rules of Procedure of Parliament does not mention about convening Parliament session three times a year but Parliament sessions are generally convened thrice a year upholding convention, culture, custom and practice of the existing parliamentary democracy in India.
The same is also for assemblies of some states of the country as they have no specific provisions but generally convenes three sessions a year, stated senior politician Okram Joy Singh.
Addressing media persons during a press conference at his residence at Kakwa on Saturday, O Joy said that discussion on parliamentary democracy of the country cannot be solely concentrated to Constitution.

Many procedural laws are being framed for effective implementation of provisions under Indian Constitution and these laws are part and parcel of the Indian Constitution.
It would be not wrong to say that violation of such laws amounts to violation of Indian Constitution, he observed.
According to O Joy, Manipur assembly is for the people of Manipur and no one can be above state assembly.
The same is also for Indian Parliament as no one including the Prime Minister can be above the Parliament.
If there is no business to discuss, state assembly could have no session.
The state is currently in turmoil and filled with issues.
If the government feels that there is no business to discuss in the assembly and decided not to convene assembly session, it would be very hard for the people to hear such a decision, O Joy said and asked if there is no business at all to discuss in the state assembly in the present turmoil situation.
