'Bank employee not kidnapped but detained for fraud'

Kakching, October 27 2014: Refuting the media report of a 'kidnapped' bank employee escaping from the custody of UKLF, one Letmang Haokip of Twisomjang Village in Churachandpur district has said that the bank employee identified as Tongbram Ibomcha alias Ibungomacha (43), son of late Tonjao of Kairenphabi Mamng Leikai was not kidnapped, but detained by him for duping him a sum of Rs.2 lakh on false promise of providing a bank loan of Rs.8 lakh.

Talking to media persons today, Letmang Haokip clarified that Tongbram Ibomcha claimed himself as the Assistant Marketing Officer of Manipur Hills and Backward Development Co-operation Bank Limited, Government of Manipur located at Lamphel Supermarket.

Ibomcha along with another employee W Meghachandra of Kumbi approached him and promised to provide a loan of Rs.8 lakhs from his bank after one month of depositing a sum of Rs.2 lakh.

As such, on March 26 last, he handed over his Shaktiman truck in lieu of paying a sum of Rs.2 lakh after signing deed of agreement with Tongbram Ibomcha and W.Meghachandra mentioning that if the loan could not be paid after one month, both of them have to return the Shaktiman Truck and pay him a sum of Rs.5000 per day as for holding charge of the vehicle.

Tongbram Ibomcha also issued a receipt of the bank acknowledging the payment of Rs.2 lakh, Letmang said.

He further said that after the lapse of several months and repeated requests to return his vehicle, the loan which he promised after one month of depositing a sum of Rs.2 lakh was never materialized till date.

Sensing of being duped, he contacted Tongbram Ibomcha for signing of new deeds at his village.

On August 28, he along with W Meghachandra came to sign the deeds.

He (Letmang) accompanied them from Sagang Village and after reaching his village, he told both of them that the person who could return his vehicle could go back, but he would detain the other person till his vehicle was not returned on or before the Ningol Chakkouba festival, Letmang said.

Accordingly, Tongbram Ibomcha was detained and Meghachandra returned home for returning the vehicle.

During detention, Ibomcha was never tortured and mistreated as he was not kidnapped.

He was treated well with warm hospitality.

However, he escaped from the village on October 20 and twisted the whole incident in front of some media persons by accusing him (Letmang) and UKLF of kidnapping for ransom.

UKLF has nothing to do with the incident and was never involved in the said incident, Letmang clarified.

While producing all documents related with the alleged fraud, Letmang Haokip appealed to the authorities concerned to investigate the incident and deliver justice by punishing the person who had duped innocent people on false promise of providing bank loan.

Meanwhile, the SoO signatory outfit United Kuki Liberation Front (UKLF), in a press statement, has denied its involvement in the alleged kidnapping of Tongbram Ibomcha.

The outfit further clarified that it has only one designated camp in Chandel district and not at Twisomjang Village in Churachandpur district as alleged by Tongbram Ibomcha.

UKLF has also appealed to all concerned to make necessary clarification to the media regarding the incident.
