ILPS ineffective in state: Phulindro Konsam

The present Inner Line Permit system is not effective enough to protect the indigenous people of the state, observed Joint Committee on Inner Line Permit system (JCILPS) convener Phulindro Konsam.
Addressing a discussion programme on rules and regulation of present ILP system organised by the JCILPS at Thoubal Awang Leikai community hall on Sunday, Phulindro stated that ILP system was officially notified in the state through a gazette notification issued in December 2019.At that time state's denizens rejoiced on hearing the news, but till now the present system has given no protection to indigenes and is full of loopholes.
The state government must rectify the system to make it stronger, he emphasised.
Phulindro asserted that unless indigenous people of the state are truly specified it will be difficult to identify non-locals.
All communities that have been residing in the state before 1950 should be recognised as indigenes, while those that have settled in the state after 1951 should be categorised as non-locals.
In neighbouring states of Assam and Mizoram, indigenous people are clearly defined.
The state government should also determine the indigenous communities of the state, he further stressed.
The programme was also attended by Khunnai Kanba Lup secretary Waikhom Maipak as president along with JCILPS co-conveners Wareppam Second, Chingkhei Luwang and Kheiruddin Moijingmayum, while IPSA secretary AK Biswajit, Thoubal Keithel Phambi Lup secretary AK Budhi Devi and social worker Puyam Jote were present as guests of honour.
