Division Bench of the High Court of Manipur has directed the Director, Department of Veterinary and the Director, Department of Health to take necessary steps to implement and resolve the anti rabies vaccination programme as expeditiously as possible.
The direction was given by the division bench comprising of Chief Justice Ramalingam Sudhakar and Justice Kh Nobin on October 27 after hearing a Public Interest Litigation (PIL) praying for appropriate orders to the respondents to take up immediate appropriate steps/action for registration of dogs of the owners to controlrabies.
The PIL was filed by Dr Ksh Manglem of Thoubal Achouba through his counsel B Prem Sharma Advocate High Court of Manipur against the State of Manipur through Chief Secretary, Director Department of Veterinary and Director Department of Health Government of Manipur as respondents.
The PIL was made to vaccinate 70 percent of dog population of Manipur by discharging their bounden public duties to monitor and control animal birth rate, identity of the owner of dogs by the Municipalities and Panchayats, to set up State rabies test laboratory in Manipur, post exposure prophylaxis vaccination at free of cost to all the deserving patients of animal bite either by intramuscular or intradermal route as done in most part of the States of India and to pay compensation to dog bite victims.
