GOC should be held accountable: FOCS

While a Joint Action Committee (JAC) constituted in connection with the missing of Laishram Kamalbabu met Chief Minister N Biren this morning and submitted a memorandum demanding immediate intervention of the Chief Minister, the Governor and the DGP, the Federation of Civil Society Organisations (FOCS) has categorically stated that the GOC 57 Mountain Division must be held accountable for the disappearance/abduction of Laishram Kamalbabu from Leimakhong military garrison.
Speaking to media persons at their Kakwa office today, FOCS president Th Manihar decried the GOC's statement that he could not take responsibility for the abduction of Kamalbabu.
The GOC must take responsibility for the disappearance of the civilian who entered the military garrison with a pass given by the Leimakhong military authority and after entering his name in the entry register, Manihar said.
He said that the GOC's indifferent attitude reflects his favouritism towards Kukis.
The Government must look into the matter and explore what action it can take up against the GOC.
The State Government must write to the Union Minister concerned and see that befitting action is initiated against the GOC, the FOCS president demanded.
He (GOC) must be held accountable for the disappearance/abduction of Laishram Kamalbabu, he reiterated.
Pointing out that the Tiger Road passes right through the middle of Leimakhong military garrison, Manihar asked whether the Government of India or the State Government gave permission to construct a road through the military garrison.
Movement of civilian vehicles inside a military camp is not seen anywhere in India.
As such, the State Government needs to institute an enquiry.
Manihar also urged the State Government to close Tiger Road on which Kukis are moving freely.
He asked as to why one John who was directly involved in the Jiribam carnage and presently undergoing treatment in a hospital at Aizawl has not been arrested till date even after it was reported that the Jiribam case has been taken over by the NIA.
On the other hand, the Government of India wasted no time in fulfilling all the demands of the Kukis viz; transfer of Jiribam OC Sagapam Ibotombi, reimposition of AFSPA in the valley districts and transfer of CRPF DIG Huidrom Premjit, Manihar said.
He went on to question why the Government of India is following an undue appeasement policy towards Kukis.
While the Government of India never pays any serious attention to demands raised by indigenous people, New Delhi wasted no time in granting demands made by Kukis, he pointed out.
With the setting up of a working committee, FOCS has made necessary preparations after interacting with local clubs and Meira Paibis to launch the next course of action in a calculated manner after considering all the pros and cons, he said.
He also appealed to all the people not to take any hasty decision or launch spontaneous agitation.
Pointing out how the Government has been victimising some people who took part in storming the residences of MLAs and Ministers in the wake of the spine-chilling murder of three children and three women at Jiribam, he appealed to all the people to launch agitation only after adopting a collective decision.
Saying that people stormed the residences of MLAs and Ministers as they were overwhelmed by emotion and what they did was in the interest of the State, Manihar appealed to the Government not to register any FIR against the arrested people.
