IAS officer retires, kicks off poll campaign

After taking voluntary retirement from service, IAS officer Khwairakpam Raghumani, who had served in different capacities in many departments under the state government for around three decades, kicked off his election campaign to contest in the upcoming 2022 state assembly election from Uripok Assembly constituency on Tuesday.
Interacting with the media on the sidelines of the campaign launch programme held at his Uripok Khwairakpam Leikai residence here on Tuesday, Raghumani said that his wife and children are in good position in reputable profession and he can retire from his service to dedicate his life in the service of the public.
Before his service under the state government, he served as assistant professor at Central Agricultural University, Iroishemba for five and half years from 1986 after passing BE-Agri in first class.
He joined Manipur Civil Services in 1991 and served different departments in different capacities.
He got promoted to Indian Administrative Service (IAS) in 2011 and served as deputy commissioners of different districts, commissioner, secretary and special secretary home among others.
He also played major role in the implementation of Inner Line Permit System by being a member of the LLP Bill Drafting Committee.
Though he has service period up to January 31, 2023, he took voluntary retirement on November 15 with the objective to serve the public more effectively by contesting the forthcoming election, he said.
Raghumani further said that he took the decision to join electoral politics after consulting with the people of Uripok assembly constituency and with their blessing.
It has been around 20 years since he shifted to Uripok assembly constituency and during his time, he always contributed in the service of the people, he said.
During the Covid-19 lockdown too, he distributed local rice, medicines and other aids to the people of the constituency.
Self Help Groups for around 2000 members were formed and interest free loans have been provided to them.
He also organised free coaching classes for class X and XII for 50 students each and it brought good results.
He is now planning to organise free coaching class for class X and XII with the capacity of 100 students each.
He is also planning to take up entrepreneurship guidance programme with financial support to provide income generating opportunities to the educated unemployed youth of the constituency.
Programmes in the pipeline include scholarship for meritorious students in the field of medical and engineering; financial assistance to weavers, labourers, he said.
If he gets elected, he will bring rapid improvement in road connectivity, address frequent flooding and waterlogging among other key development areas, he added.
