SW Minister urged to ensure effective functioning for DSWOs

The Rights Movement Committee (RMC) of All Tribal Disabled Union Manipur (ATDUM) submitted a memorandum to Social Welfare Minister AK Mirabai on July 11 urging her to ensure effective District Social Welfare Officers (DSWO) in various districts of the State.
.MChaoba Singh, the current incumbent District Social Welfare Officer (DSWO) of Chandel district is due to retire on July 31, 2014.On account of him rendering satisfactory service towards the welfare of the society and in the interest of the concerned citizens of the district, the Committee has also urged the Social Welfare Minister to extend the service of M.Chaoba Singh by one more year.
"The posts of the current District Social Welfare Officers (DSWOs) of Churachandpur, Senapati, Tamenglong, Ukhrul and Saitu Gamphazol are held by in-charge appointees.
It would in the best interest of the welfare of the community in the concerned districts that such office of DSWOs be upgraded or changed to full-fledged DSWOs possessing the requisite and full power to effectively discharge their duty without any inhibition," the memorandum said.
Further, ATDUM said in order to usher in an effective DSWOs the present system of appointing such officials may be regulated with the condition that such DSWOs shall be a local residents of the respective district from where they got appointed.
It then said appointees residing at districts outside where they are appointed failed to effectively understand, address and earnestly protect the interest of the concerned residents of such Districts they tended after, it added.
It then said that since L Ibomcha Singh, DSWO of Tamenglong district has been deputed as the State Commissioner for Persons with Disabilities, he has already vacated his office as DSWO.
As such, the post of DSWO, Tamenglong has still been laying vacant till date.
"Therefore, the vacated post is necessitated to be filled up at the earliest in the best interest of the welfare of the concerned citizens," the ATDUM memorandum stated.
