Imphal, October 11 2023:
In an effort to address the ongoing humanitarian crisis and restore peace and order, the state government has imposed restrictions on dissemination of graphic contents, including videos and images showcasing violent acts causing harm or damage to individuals or public/private properties, on various social media platforms.
A directive issued by the Commissioner (Home) emphasised the gravity of the situation and the need to curb the spread of such distressing visuals that could potentially exacerbate the law and order situation in the state.
The government viewed the dissemination of such materials through online platforms like WhatsApp, Facebook, Instagram, and Twitter, as well as mass forwarding of SMS, as a means to mobilise agitators and demonstrators.
To ensure return to normalcy, the state government firmly mandated that no individual should share such graphic contents on social media platforms or via electronic devices such as tablets, computers, or mobile phones.
Citizens possessing such contents should be promptly reported to the nearest office of the SP concerned for appropriate legal action, the directive said, while stressing the importance of discouraging people from sharing such contents.
The directive made it clear that violations of these instructions would result in legal prosecution under the prevailing laws, without any exceptions.
Furthermore, those exploiting technology to incite violence or hatred are cautioned that they would be held accountable under relevant provisions of the Information Technology Act & Rules and the Indian Penal Code.
The general public are also urged to stay vigilant and promptly report any information regarding individuals or activities misusing technology for inciting violence or hatred to their respective district SP, the directive said, while emphasising collective responsibility in maintaining peace and harmony in the state.
