Imphal, February 06 2018: An office memorandum issued by the Chief Secretary, Manipur, reiterated that it is mandatory for all Secretaries and Heads of Departments to be present in the Officer's gallery of the Assembly whenever issues relating to their Departments come up in the Assembly session.

It instructed all Additional Chief Secretaries/ Principal Secretaries/Commissioners/Secretaries and respective Heads of Departments to be present without fail in the Officers' gallery during the discussion on general demands for grants/supplementary demand for grants, Governor's address, discussion hour, discussion on demands for grants of their Departments or other business/motion taken up in connection with issues related to their respective Departments during the Assembly session.

It also instructed the Secretaries to properly brief their Ministers before any issue is taken up in course of business in the House and added that they must always be available for consultations in the gallery during the discussions as well as provide the required brief/information to their respective Ministers.
