Demands for various Depts passed

The Government is paying attention to take up measures for prevention of flood in several places including Imphal, IFC Ninister Ngamthang Haokip said in the State Assembly today.
After hearing observations from MLAs during the demand discussion for IFC Department, Minister Ngamthang informed the House that the IFC department is eying on taking up both short term and long term measures for preventing flood in the state, and added that a scheme in this respect is being sent to the Union Ministry concerned.
The scheme, he disclosed, covers a wide range of programmes including the maintenance of the Waisel Maril.
Admitting frequent flooding of Imphal city areas just after spell of shower, the Minister informed the House that plans are being taken up to enable instant water draining during floods.
During the discussion on demands for the Forest department, Th.Devendra, Minister of Forest and Environment, observed that illegal cutting down of trees has become a major cause for deforestation, thereby adding issues of impending global warming in the state.
He said awareness of the people is highly required to save the forest.
In the midst of increasing population and developing infrastructure, there is strong need for conserving the lakes and agricultural lands, Devendra maintained.
Informing the House that process of computerization of land records is going on incessantly, Minister Devendra expressed the need for further discussion on land utilization.
Works on stamp collection are being undertaken properly and huge revenue is accrued from the stamp collection including the non-judicial stamps, he cited, saying Forest department is also collecting revenues.
Replying to queries from MLAs during discussion on demands for MOBC, Youth affairs and sports, Chief Minister Okram Ibobi reiterated that the State Government is paying attention to various aspects of sports and elaborated that construction of mini sports complexes in all district headquarters is going on.
There are plans for development of sports infrastructure at the block levels as well, the Chief Minister informed.
While saying that the government has been providing incentives and jobs to players who earn medals in various sports events, O.Ibobi, who also holds the sports portfolio, pointed out that Mary Kom was given the post of Superintendent of Police as an incentive for her achievement, besides allotting quarters.
The government has taken up plans for adopting a youth policy, he added.
There is no plan for having a separate directorate for the scheduled tribes, but it may arise in course of time, the Chief Minister informed the House.
Speaking during the demand discussion, MLA Joykishan drew the attention of the government towards preventing flooding of most areas of Imphal city with a few hours of rain.
As Imphal is in the heart of the state, such situations need to be monitored by the government, he demanded.
MLAs, Th.Shaymkumar, Th.Biswajit, Dr.I Ibohalbi, L.Ibomcha and Dikho also participated in the discussions.
Later, the House passed various demands including Rs.74,14 68 000 for Land Revenue and stamps, Rs.169,71,74,000/- for Forest and Environment, Rs.1089,75,55,000 for Youth Affairs and sports, Rs.509,14,62,000 for IFCD, Rs.62,81,01,000 for Horticulture and Rs.38,02,63,000 for the MOBC.
