Shared responsibilities necessary: Dy CM

Deputy Chief Minister Yumnam Joykumar Singh has said that sharing responsibilities among stakeholders and expediting 'ways for speedy delivery is necessary for an effective justice delivery system in the State.
He was speaking at the 67th foundation day celebration of All Manipur BAR Association (AMBA), held at Cheirap Court Complex, Uripok today.
The Deputy Chief Minister said that for speedy delivery of justice, investigation process and filing of charge sheet to the Court should be done as soon as possible so that trial can be taken up in time.
He said, "We cannot blame only judiciary or prosecution for delaying delivery of justice.
Police has a great role in the investigation process and therefore Investigating Officers should try to complete investigation as early as possible".
Stating that benefits of doubt and doctrine of natural justice are the fundamental pillars of jurisprudence, Joykumar Singh said that people in legal profession should study the fundamental pillars and work accordingly as it will help the public to regain trust in the system.
Expressing concern over the increasing number of mob violence in the State, the Deputy Chief Minister said that lack of trust in justice delivery system is one of the reasons that such violent activities have been taking place in the State.
He said that it is time to retrospect the system and all stakeholders and people in general need to cooperate with each other so that the system can be improved and the trust can be regained.
Another main reason that people cannot afford legal assistance whenever required is that it is more costly and time consuming compared to other countries.
Therefore, all stakeholders should try to expedite ways to make it convenient to the people so that justice can be delivered in time, he added.
Works Minister Th Biswajit Singh said that with the growing pace of development, consciousness of law among the people has been increasing day by day.
He said that sometimes mob violence have been occurring which is very discouraging and condemnable.
No one cannot take the law into their own hands at any time.
Condemning such acts, the Minister said that legal awareness campaigns have to be conducted and it is in this direction that law practitioners and AMBA, as a whole, have a great role.
He then appealed to all the stakeholders to cooperate and dispose cases as many as possible.
Speaking at the occasion, Judge of High Court of Manipur Justice Kh Nobin Singh said that the number of Judges has to be increased and infrastructure development is also required.
It will help to dispose cases and speedy delivery of justice to the people, he added.
The Deputy Chief Minister also led the people in paying floral tributes to the portraits of departed members of AMBA.
A two minute silence was also observed as a mark of respect to the departed souls.
President of AMBA H Chandrajit Sharma, Advocate General, Manipur N Kumarjit, Member and Acting Chairman of Manipur State Human Rights Commission Khaidem Mani and judicial officials and practitioners participated among others in the celebration.
