Govt should surrender on ILP: Advocate

Condemning the Manipur Chief Minister O Ibobi for his statement "The Manipur Regulation of Visitors, Tenants and Migrant Workers Bill 2015 will be withdrawn since the people do not want it", Advocate Rabi Khan Founder General Secretary of Muslim Advocates' Legal Services Organisation (MALSO) Manipur said that what Manipuri people want is not the "since the people do not want it" but "we passed a Bill in the Assembly which is against the wishes of the people and which is absolutely wrong" .
The Govt.should have the courage and spirit to say it, added the advocate.
Advocate Rabi Khan in a press meet at his office at Minuthong Tellipati Machin expressed the urgent need of strong feeling of nationalism in leaders so that they could clearly understand whether passing an Inner Line Permit System Bill to safeguard indigenous communities of Manipur and their rights is needed or not.
Out of the 22 thousand Sq.km plus area in Manipur nearly 20 thousand Sq.km cannot be touched by valley people.
All the indigenous communities including non-Manipuris have been residing in this small 2 Sq.km valley which decrease in paddy fields and at last affect the living aeas of common people,said Rabi Khan.
Therefore, the Govt.should knowingly surrender to its people for committing the biggest mistake by passing a Bill which is totally against the indigenous people.
State leaders also need to change their habit of not discussing any major public issue until and unless there is people's casualty, expressed the advocate.
While recalling that Assembly has been summoned on Wednesday Rabi Khan said that a law should not be made according to a person's wish.
Govt.should not hesitate to take expert's help and find out that is it possible to withdraw a bill before the passed bill was sent to Governor for assessment.
To advise the State Govt.on law related activities and constitutional matters a post of Head of Advocate General do exists in Manipur Govt.So other states would laugh on Manipur and its elected members if the Govt.hastily passed a new bill which does not exist in the provision of Indian Constitution or its Articles, concluded advocate Rabi Khan.
