Ukhrul, October 07 2015:
Tangkhul Gazetted Officers' Welfare Association (TGOWA) has demanded ethical rectification over appointment of the new Chief Secretary allegedly on the line of ethnicity.
Terming the appointment "systematic discrimination" against the tribal community of Manipur by the State Government, TGOWA members during a press conference held at View land Wednesday evening, pointed out that the State Government has gravely violated the established norms concerning promotion rules when it recently appointed O Nabakishore, an IAS of 1984 batch as the new Chief Secretary of the State rather than Ameising Luikham, an IAS cadre of 1981 batch.
Categorically stating that Ameising Luikham is senior to Nabakishore by three years as per the cumulative period of years in service, TGOWA members have rued that: "the State Government has nonetheless acted purely on the line of ethnicity and appointed the latter as the Chief Secretary because the former is a tribal" .
"We therefore demand that the State Government rectifies the appointment/promotion anomalies at the earliest so as to ward off the perceived discrimination against tribals," the association has said.
Pointing out that this discrimination in service and promotion is "demotivating" tribal students in pursuing top positions, TGOWA said that if such manipulation takes place at the highest level, then the fate of officials on the lower rung positions can only be imagined.
This is not the first time deserving tribal officers were discriminated said TGOWA and has called for equal rights and justice for all in the matter of promotion and services.
