AMBA submits draft bill on 'Protection of Natives of Manipur Act, 2015' to Govt

All Manipur Bar Association (AMBA) has duly submitted a draft bill on "Protection of Natives of Manipur Act, 2015" after due consideration and minute discussion in all aspects including the matters for indigenous people of Manipur and the demands by Joint Committee on Inner Line Permit System (JCILPS) .
The draft bill, a copy of which is now with Hueiyen Lanpao, says the protection of the natives of Manipur in all aspects, social, cultural, economic, political, belief, faith and worship, assuring dignity of individuals, unity and integrity, is inevitable.
This Act may be called The Manipur Protection of Natives of Manipur Act, 2015, it mentioned.
Native means every person who was born in the State of Manipur before the eighteenth day of November 1951 and his or her descendants, the bill said.
It suggests, among others, for imposing restriction on transfer of immovable property by a non-native to a non-native, registration of land or apartment of a non-native, where any other non-native is residing, restriction on registering authority, issue of receipt to non-native and owner of land or apartment.
The bill further suggests for restriction on non-native to practise any profession and to carry on occupation, trade or business and industry, registration of non-native contractors, workers and establishment of a directorate of registration for them.
It said the provisions of this proposed Act shall not apply to the permanent residents of the State of Manipur, tourists who visits the State for a limited period of time and person employed in connection with affairs of the Union Government, the State Government, public or private undertaking, a local authority or a body established by law or students of educational institutions situated in the State or such other persons as may be determined by the State Government from time to time.
