Cabinet vows to fight SC case on ILP system

Imphal, January 04 2022: While taking the petition hied by an organisation called Amra Bengali in the Supreme Court against the implementation of Inner Line Permit System in the state as a serious matter, the state cabinet on Tuesday resolved to fight the case.

Nearly 100 agenda were tabled before the state cabinet meeting chaired by chief minister N Biren at his secretariat hall.

Interacting with media after the cabinet, YAS minister Letpao Haokip confided that the cabinet minutely discussed the petition hied in the Supreme Court against the ILP System.

Stating that the cabinet took a strong decision to fight the case, he urged the people of the state not to get panic by the petition.

He further said that the cabinet approved in principle implementation of 7th CPC for employees of corporations under the state government from April 1, 2023.New Anganwadi Centres will only be allowed to be constructed near government schools.

The cabinet also approved to constitute a committee to assess the reservation ratio of Meetei Pangal in general courses against the demand of 4 per cent reservation like that of medical and engineering courses.

Opening of B Ed course in S Kula Women's College was also approved in Tuesday's cabinet.

The minister also informed that the cabinet approved to constitute a Direct Purchase Committee with himself as the chairman for purchase of land for construction of fencing and road between BP-79 to BP-81 along the Indo-Myanmar border.

Creation and filling up of posts of casualty medical officers, JNIMS was also approved by the cabinet, he added.

It may be mentioned that consequent to the said organisation approaching the Supreme Court to invalidate promulgation of the ILP system in the state the apex court has directed the central and state governments to respond to the petition.

Meanwhile, sources said that out of over 100 agendas listed for discussion, the cabinet approved majority of the proposals placed by different departments while deferring the agenda pertaining to conversion of some performing aided schools and colleges to full-fledged government institutions.

The other agendas discussed or approved by the cabinet included creation and filling up of 60 different posts of Manipur Building and Other Construction Workers' Welfare Board by conducting DPC; Enhancement of superannuation age of nursing personnel holding Group A and B posts under the Health and Family Welfare department from existing 60 years to 62 years; Regularisation and absorption of the services of six existing contract employees of State Health Agency who have not crossed the age of superannuation; Authorisation of DSPs and Inspectors of police attached to/posted at the director of inquiry, Lokayukta for investigation of offences under the Prevention of Corruption Act, 1988; Reservation for OBC (Meetei Pangal) in admission for students in Higher Education; Up-gradation of pay scale of six informatics assistant of directorate of IT & communication; Re-organisation and strengthening of Manipur Education Service by way of cadre review.

The other issues tabled for discussion included approval for linking up services of 206 rendered by regularised government lecturers from initial appointment as contract/part-time lecturers; Approval for creation of 21 supernumerary post in lieu of 21 teaching staff appointed as 'lecturer' of four erstwhile aided colleges namely Moreh College, S Kula Women's College Nambol, South East Manipur College Komlathabi and Waikhom Mani Girls' College Thoubal; Regularisation and absorption of 45 left out contractual employees of various categories under MGNREGS in respect of Bishnupur (03), Imphal East (21), Imphal West (9) & Thoubal (12) districts by way of creation of 45 new posts; Implementation of Manipur Services (Revised Pay) Rules 2019 to the employees of Imphal Art College; Creation of one post of Inspector of Police (Sports) to accommodate Likmabam Sushila, who was appointed as inspector of police in the cabinet sitting held on August 7 last year; Upgrade of seven posts of SO - 1 (Mechanical) to the posts of AE (Mechanical) in electricity department; Extension of gap period of adhoc services; Absorption/regularisation as Assistant System Manager under VAHAN/SARATHI; Implementation of Manipur Services (Revised Pay) Rules, 2019 to the employees of Kangla Board; Grant of revised pay structure under Manipur Services (Revise Pay) Rules, 2019 in respect of regular employees of Manipur State Commission for Other Backward Classes; Grant of revised pay structure to employees of Waqf Board; and enhancement of honoraria of chairman, vice-chairman, member secretary and members of Manipur Khadi & Village industries Board (MKVIB).

The cabinet also deliberated on formulation of term and condition of service of the State Chief Information Commissioner and State Information Commissioner; Creation of one supernumerary posts each of joint director (Ind) and additional director (Ind) in the department of textiles; Creation of 27 posts of Assistant Nursing Superintendent for JNIMS; Creation and filling up of one post of Assistant Professor in the Department of Community Medicine, JNIMS; Upgrade of various posts in reporting branch in Manipur Legislative Assembly; Creation of 20 posts and regularisation of 14 staff for two Child Care Institutions - Observation Home-cum-Special Home for Boys Takyel and Children Home Charangpat under Social Welfare Department; Absorption of 13 employees of MUDA to its parent department, MAHUD directorate; Regularisation of service of lecturer appointed on contract basis in Higher Secondary Schools; Re-amalgamation of Thanlon sub-division with Churachandpur district with creation of Additional Deputy Commissioner' Office, Kual at Mualnom; Regularisation of illegal diversion of agricultural land before the commencement of the Manipur Conservation of Paddy Land and Wetland Act, 2016 by levying penalty under Section 20 of MLR&LR Act; Creation of 13 post of nursing sister and also re-designation of an existing post of assistant matron as Matron/Nursing Superintendent under Directorate of AYUSH; Recruitment of 21 staff of different categories on contract basis under Manipur AIDS Control Society for NACP-IV; Regularisation of 358 contractual staff of Manipur State AIDS Control Society under state health department by creating posts with NACO fund provided to MACS; Partial modification to proposals for regularisation of contractual staff of NHM Manipur; Introduction of three tier system of pay scales for all post of drivers in government department offices; Creation of posts of casualty medical officer, JNIMS; Reservation of PG seats for regular non-PG doctors (not for teachers of JNIMS) at the rate of four seats per year, etc.
