Education Minister charged with misusing SSA funds

Imphal, January 28 2014: All Manipur School Management and Development Committee (AMSMADCA) has charged Education Minister Moirangthem Okendro with embezzling the funds meant for Sarva Shikshya Abhiyan (SSA) .

Talking to media persons at Berean Lodge, Dewlahland here today, President of AMSMADCA Horngam Keishing said that the Central Government has sanctioned crores of rupees for SSA under the mandate of Right to Education (RTE) Act.

However, Education Minister has misappropriated the SSA funds during 2013-14 and as a result of which the funds for 2014-15 are likely to be withheld by the Centre.

Moreover, the works of SSA have been wrongly allocated to the Ministers and MLAs in total disregard of the existence of School Management Development Committees (SMDCs) .

He further alleged that funds of Rs.40 crore for 2011 and Rs.284 crores for 2012 were deposited into the accounts of Engineering Wing of State Education Department in violation of the SSA norms.

Later through RTI, the deposited funds were found to be utilized wrongly in other works not related to SSA.

AMSMADCA has even filed cases in the High Court, but the bureaucrats always try to cover up their own misconducts.

The guidelines of RTE have been totally violated in the State with no authority to monitor the malpractices in the implementation of SSA, the President rued.

Horngam also appealed to the public to look into the factors for failure of SSA in the State and take up necessary measures to rectify the misconducts and implement the provisions of RTE and SSA fully in the State.
