Commission recommends against screening for admission of children

Reasoning that the screening procedure devised by school authorities for admission violates section 13 (2) (B) of the Right of Children to Free and Compulsory Education Act, 2009, specially for the.
children from nursery to class VIII, the Manipur Commission for Protection of Child Rights has instructed all the schools in the State to refrain from conducting screening for admission to the said classes.
A notification issued by the secretary of the commission, Banti Singh Konthoujam, mentioned that the commission has received reports that some schools in the State have been conducting screening for admission from nursery to class VIII and informed that this is a gross violation of section 13 (2) (B) of the Right of Children to Free and Compulsory Education Act, 2009 .
The Act prohibits against screening for admission to elementary classes in school, the notice explained adding that if a school violates the Act, it will be fined Rs 25,000 for the first time.
Pointing out that repeated violation will result in a fine of upto Rs 50,000, the notice mentioned that the commission had even issued an order directing the schools to adhere to the Act, on September 22, 2014 .
The notice further informed that the Director of Education (S) had also issued an office memorandum on January 23, 2015, explaining that the recognition/affiliation of the defaulting schools might even be revoked if they continue to conduct screening for admission to the said classes.
As such, the commission instructed all the schools in the State to abide by the RTE Act and to refrain from violating the guidelines laid down by the Act failing which befitting actions will be initiated against the said school.
