The function was graced by RV Mingthing Tangkhul, Ex-Minister and Sapamcha Jadumani, Convener of Joint Committee on Inner Line Permit System in Manipur as Chief Guest and President respectively.
Speaking on the occasion, RV Mingthing said that before the advent of Hinduism, Christianity and Islam in the state of Manipur, the people of the state were living together peacefully.
The Inner Line Permit System which was earlier known as Eastern Bengal Frontier Regulation Act during the British rule was also prevalent in the state.

It was only after Manipur was merged into the Indian dominion that the Act which later came to be known as Inner Line Permit system was removed from the state by the India Government on November 18, 1950, he said and questioned why the ILP cannot be re-implemented in Manipur when it is still being enforced in other Northeastern states like Nagaland, Mizoram and Arunachal Pradesh.
Mingthing observed that the demand for re-implementation of ILP in the state is not a new demand.
So, the Government of India should respect the resolution taken by Manipur State Assembly for re-implementation of ILP in the state.
Since implementation ILP in the state does not amount to killing of innocent non-Manipuris, it is expected that the non-Manipuris in the state would agree to re-implementationof ILP, he said and appealed to all the people of the North East to support the agitations being launched for re-implementation of ILP.
Sapamcha Jadumani, who delivered the Presidential address, stated that FREINDS was established with the sole purpose of re-implementing ILP in the state.
Up till now, FREINDS has not taken up any agitation other than for re-implementation of ILP in Manipur.
He also appealed to the public to come together and agitate for the re-implementation of ILP in the state.
