The failure on the part of departments of the state government to submit their respective annual plan (2011-12) proposals, state planning department has issued reminders asking to ensure submission of the draft proposals by tomorrow (Monday) .
An official source said that even though state planning department on October 28 had asked each and every department of the state government to submit their annual plan proposals on or before November 15, none of the department have furnished the same till date.
With the failure on the part of the departments, the planning department had issued reminders reiterating to expedite preparation of draft plan proposals for annual plan (2011-12) in respect of each department and ensure submission of five copies each to the planning department latest by November 15 along with a soft copy" .
On October 22, state planning department received intimation from the Planning Commission of India (PCI) to submit the state's Annual Plan 2011-12 latest by November 30 so that the state plan seize could be finalized as early as possible.
While asking the state to prepare the plan proposals assumed at an increase of 10 percent over the Central assistance provided in 2010-11, the PCI also informed that a two working group discussion will be held on December 1 and January 7 .
Deputy Chairman and Chief Minister level discussions will be held in January and February 2011 before the issue of finalized sectoral and scheme of financing, it said.
The PCI also strongly reminded each and every state and union territory of the country to ensure timely submission of their respective plan proposals so that the budgets reflect the plan priorities.
Observing that plan resources have come under pressure (despite strong recovery in growth) due to the imperative need to reduce the fiscal deficit in line with the recommendations of the 13th Finance Commission, the states were asked to take up strong steps to bring improvement in the efficiency of resource use and to curtail non-essential expenditure.
The level of the Centre's Gross Budgetary Support for the Annual Plan 2011-12 is yet to be decided, the PCI noted that the preparation of the draft annual plan should be made on the basis of a 10% enhancement over the Central support in 2010-11 .
