ANSAM, KSO oppose imposition of 200-point roster in ADC recruitment

All Naga Students Association, Manipur (ANSAM) and Kuki Sudents' Organisation-General Headquarters (KSO-GHQ) have strongly opposed to imposition of 200 Point Roster in the appointment of Chowkidars cum Peons for Schools under ADCs.
ANSAM lamented that in spite of registration on the injustice and the protest launched against the Government of Manipur's decision to subject the recruitment of 898 posts of chowkidar-cum-peon on contract basis for schools under the 6 Autonomous District Councils in the hills to the 200 point roster of the reservation policy of the state govt, no corrective and conciliatory measures have been forthcoming till date from the side Government of Manipur.
The ADC Act of 2008 was not accepted by the Nagas in Manipur, the student body said.
"Instead of reviewing and incorporating provisions which makes them truly autonomous and protective of the rights of the tribal, the Act and the 2010 elections to the ADCs was imposed on the tribals.
Now using the very ADCs which have been declared null and void, 898 employment opportunities which by any consideration belongs exclusively and totally to the tribals are being opened up for intrusion upto more than 68 % by non tribals," said ANSAM.
This blatant aggression and broad day light deprivation will not be allowed to take place.
No non tribals will therefore be allowed to join the recruitment interview and those non tribals who have been ill advised will refrain from doing so in their own interest, the Naga students' body warned.
On the other hand, Kuki Sudents' Organisation-General Headquarters (KSO-GHQ) reiterated its stance against the imposition of 200 Point Rooster and obtaining the approval of the government with regards to the appointment of Chowkidars cum Peons for Schools under ADC.
According to KSO-GHQ, the apex students' body of the Kukis will be compelled to take up various forms of agitation if the government fails to withdraw the earlier orders and issue a fresh corrigendum at the earliest.
This manipulation of our rights and interfering in the functioning of the ADC which functions under 'Manipur (Hill Areas) District Council Act, 1971' of the Parliament is vehemently opposed.
The tribal people will not accept the orders of No.2/12/2013-TA & Hills dated the 12th June 2013 by the Commissioner (Tribal Affaires & Hills Department) and No.2/41/2011-CHA dated March 17, 2012, the KSO pointed out.
"The government of Manipur must not forget that ADC is not a department but rather an Autonomous body which has its own Rules and Acts.
So obtaining an approval from a Tribal Affairs & Hills department of the government of Manipur and following the reservation rules of the state (200 point rooster) does not arise at all," the KSO said.
The KSO then said it will oppose tooth and nail if the government insist on imposing its orders as stated above.
"If the government fails to clarify and issue fresh order overruling the previous orders than the two organizations will be compel to take up appropriate action as it deem fits for the interest of the tribal people," it added.
