Imphal, October 14 2024:
The armed Zeliangrong United Front (ZUF) has expressed shock and condemnation over the recent circulation of a "No Objection Certificate" (NOC), reportedly issued by NSCN-IM's deputy ato kilonser Lt Gen (Retd) VS Atem on August 24.According to a ZUF statement, the NOC addressed to Nehemiah Pannmei on behalf of a group of affected landowners was issued for the establishment of Zeilad Wildlife Sanctuary.
Additionally, an authorisation letter was served to kilonser of Zeilad region Lungchaibi Gonmei to oversee the development of the sanctuary and assess seismic survey operations for oil exploration in the area.
ZUF expressed strong opposition to.
the move, stating that it threatens the property rights of the local indigenous Zeliangrong community and disrespects their ancestral land ownership.
The Front described NSCN-IM's interference as an "antagonistic" act that provokes the sentiments of the Zeliangrong people, labelling it a challenge to their political and historical struggle.
ZUF argued that issuance of the NOC for a wildlife sanctuary on Zeliangrong ancestral land, disguised under "good excuses and fine language", seeks to deprive the community of its land rights and natural resources.
The Front warned that such actions could lead to internal conflict among the Nagas and escalate into civil unrest.
"Such undue interference in Zeliangrong traditional property is a direct challenge and an adverse policy against the interests of the Zeliangrong kindred people," ZUF stated, adding that this act undermines Naga national politics and should be condemned outright.
The Front further highlighted that no individual or group of villages has the right to sell communal property or Naga land for short-term financial gain or in the name of environmental preservation.
The authorisation given to Lungchaibi Gonmei to monitor seismic surveys for oil exploration in Zeliangrong areas has reignited tensions in the community, potentially worsening an already fragile situation.
ZUF urged authorities concerned to nullify both the NOC and the authorisation letter, while cautioning that failure to do so could have "far-reaching consequences," potentially sparking conflict within the Naga community.
The Front emphasised the need for consultation with the Zeliangrong people to find alternative solutions, such as declaring the area an eco-friendly zone, to preserve community forests while respecting the rights of the landowners.
It further asserted that those responsible for issuing the NOC and authorisation letter would be held accountable for any adverse outcomes that may arise in case the warning is not heeded.
