Imphal, January 08 2014:
The Federation of All Tribal Youth Clubs, Manipur (FATYCM) has apprised the Chief Minister on the alleged bias and 'one-sided' office memorandum; government policy on ad-hoc regularisation issued on October 3, 2013 .
FATYCM said it is in response to your Government Memorandum on October 3, 2013 wherein several departments to be regularized their services as per the directive of the Department of Personnel and Administrative Reforms, but the Department of Education (s) has been left out deliberately and ignored.
This kind of office Memorandum is dangerous and harmful to the interest of the public and the persons involved in question, specially of the hill areas.
"Considering the need and the interests of the State and its people, we submit this memorandum for your intervention and immediate necessary actions to the matter involved and rectify the faulty and one-sided policy on ad-hoc regularization and also include the Department of Education(s) as a special case in the matter of ad-hoc regularization," the tribal youth body said.
FATYCM then said the Department of Education (s) is most neglected department in the State, specially in the hill districts.
"Indeed, in your speeches, you have mentioned time and again the importance and need for reformation and building up of infrastructure," the memorandum of FATYCM to the chief minister pointed out, adding, " If you care for the hills educational affairs, condition is sad beyond measure" .
It then alleged that there is no infrastructure, no library facilities, no adequate teaching staffs, no Science and Maths, teachers etc.
The existing schools are manned by ad-hoc teachers year in and year out.
Such teachers need to be encouraged and shown gratitude for their services rendered and ad-hoc teachers are regularized without any hitch, the tribal federation said.
It then appeals the chief minister for immediate attention to the Department of Education (s) in the State.
"We, in turn, shall play our roles in keeping the democracy rights of the Indian Constitution whenever we are called for," it added.
