29 detained for flouting ILP norms, SDC suspended: CM

Chief minister N Biren said that police have detained 29 individuals for flouting ILP guidelines during a verification drive conducted by a team of Mayang Imphal police station in Mayang Imphal Bengoon area on Saturday.
Consequently, one SDC in the revenue department has been suspended for issuing the ILP pass against guidelines.
Addressing the media at the CM's secretariat here on Monday, Biren said that during the drive, 29 individuals working in a bakery were found possessing Labour Category ILP passes that were issued in violation of the Manipur ILP Guidelines, 2019, as amended in 2022.According to the guidelines, a Labour Permit is issued for a specific period to a group of labourers or individual labourers brought by a contractor, firm, company, or individual for construction work.
Upon verification through the Imphal West DC, it came to light that the permits were not issued in compliance with these guidelines.
The 29 individuals were found in possession of Aadhaar cards issued in Assam, which should have made them eligible for Regular ILPs valid for 90 days, provided they had sponsorship from a permanent resident of Manipur.
As a result, the Labour Category ILP passes were cancelled, and the individuals deported to their home state.
The Assam government will officially verify their identities after their official handover on Tuesday, Biren said.
In connection with the issue, one Sub-Deputy Collector (SDC) of the revenue department has been suspended.
The home department has instructed the district administration and the deputy labour commissioner to conduct a detailed inquiry into the lapses and initiate stern action against the government functionaries involved, confided the chief minister.
He further informed that in order to address broader concerns, the state government has constituted a State Level Committee to review the overall implementation of ILP.
The committee, chaired by the commissioner (Home), includes representatives from UIDAI, the chief electoral officer, the land resource department, and DCs & SPs as members.
The committee has been directed to submit a comprehensive report within 15 days.
The committee's terms of reference include reviewing the implementation of ILP in the state, assessing existing district-level monitoring mechanisms, verifying previously issued ILPs, recommending efficient reporting and verification processes, and formulating a standard operating procedure (SoP) for ground-level ILP checking and verification, the CM said.
In addition, the state government has set up District Level Task Forces in all districts, led by an Additional SP-level officer, with representatives from the DC, UIDAI, and the district election office.
These task forces will conduct regular verification of ILPs issued, carry out random checks for ILP defaulters, and verify the identities of ILP holders using UIDAI and electoral records.
Weekly reports will be submitted to the home department, he added.
Biren appealed to all ILP applicants and holders to ensure their permits are verified and to carefully select the appropriate ILP category when applying to avoid confusion.
Plans are also underway to upgrade infrastructure at ILP gates and monitoring cells in districts, alongside amendments to ILP guidelines to address implementation issues, the CM said while reaffirming the government's commitment to strengthening the ILP system and ensuring its proper enforcement across the state.
