Imphal, April 29 2025:
In a new political development, a group of 21 Members of the Legislative Assembly (MLAs) have submitted a joint representation to Prime Minister Narendra Modi and Union Home Minister Amit Shah, urging reinstatement of the popular government in the state in place of the current President's Rule.
The representation was submitted to the Prime Minister's Office and the Union Home Minister's Office in New Delhi on Tuesday.
According to the representation, the imposition of President's Rule in Manipur, effective since February 13, 2025, was initially welcomed by the people with hope and expectations for peace and normalcy.
However, nearly three months later, no visible action has been taken to address the ongoing unrest or to bring stability in the conflict-affected state, the MLAs claimed.
"There is a strong apprehension among the common people that the violence may reoccur," the MLAs stated in the representation, expressing concern over growing public resentment and the increasing demand by civil society organisations for the restoration of an elected government.
The representation noted that several organisations have begun holding public rallies and street corner meetings, blaming ruling party MLAs for not taking steps to form a government and holding them responsible for the imposition of President's Rule.
The MLAs emphasised that installation of a popular government is crucial to restore peace and normalcy.
"We feel that installation of a popular government is the only means to bring peace and normalcy in Manipur," the letter read, adding that the signatories are committed to working with dedication and devotion once a government is reinstated.
The 21 MLAs, led by Wangjing-Tentha MLA Paonam Brojen, submitted the representation as a collective call for action.
One of the MLAs, who was part of the delegation, revealed that they had initially planned to submit the memorandum earlier, but delayed it following assurances from some senior BJP leaders who expressed interest in joining the move.
"After waiting for days, those senior party members ultimately refused to give their signatures.
So, 21 of us decided to proceed on our own," the MLA said.
The MLA also mentioned their plan to convene a joint meeting shortly to select a unanimous leader and formally stake claim to form a government before the Governor.
The delegation's appeal came at a time when political uncertainty continues in the state following the imposition of President's Rule, and the absence of a popular government has drawn criticism from multiple quarters.
The representation was signed by Keirao MLA Lourembam Rameshwor, Wangjing-Tentha MLA Paonam Brojen, Uripok MLA Kh Raghumani, Thanga MLA T Robindro, Hiyanglam MLA Dr Y Radheshyam, Jiribam MLA Md Ashab Uddin, Tamenglong MLA Janghemlung Panmei, Heirok MLA Th Radheshyam, Keishamthong MLA Nishikant Sapam, Lamsang MLA S Rajen, Wangoi MLA Kh Loken, Karong MLA J Kumo Sha, Kshetrigao MLA Sheikh Noorul Hassan, Mayang Imphal MLA Kongkham Robindro, Singjamei MLA Yumnam Khemchand, Wangkhei MLA Thangjam Arunkumar, Phungyar MLA K Leishiyo, Thangmeiband MLA Kh Joykisan, Naoriya Pakhanglakpa MLA S Kebi, Mao MLA L Losii Dikho, and Ukhrul MLA Ram Muivah.
