High Court restrains appointment order

Imphal, November 27 2011:
The Gauhati High Court, Imphal Bench has restrained the appointment order for recruitment of primary school teachers under Sarva Shiksha Abhiyan, State Mission Authority, Manipur.
Acting on a petition challenging the correctness of the qualification prescribed in the government notification dated 18-10-2011 inviting applications for recruitment of primary teachers under Sarva Shiksha Abhiyan, State Mission Authority, the High Court admitted that in the recruitment rules notified on April 7, 2010 by the government, the essential qualification of 2-year diploma course in Elementary Education was prescribed but in the impugned recruitment notification, the said essential qualification has been replaced as desirable qualification.
Accordingly, a sitting of the Imphal Bench of the High Court presided over by Judge Hrishikesh Roy on November 23, 2011 ruled that appointment in pursuant of the said impugned notification should not be given without leave of the court.
However, the selection process may go on.
The petition has been filed jointly by three persons, namely Salam Nirmala Devi (37) d/o Salam Mapak Singh of Lamsang, Huidrom Sanatombi (31) d/o H Gourabidhu of Khonghampat Mayai Leikai and Huidrom Memsana (28) s/o H Gourabidhu of 91- Meitei Langol Warok Leikai.
The High Court has also directed issuing of a notice returnable on December 12 to the respondents which include Principal Secretary of Education (S) cum Vice Chairman of Executive Committee, Sarva Shiksha Abhiyan (SSA), Manipur and Project Director of Sarva Shiksha Abhiyan, State Mission Authority, Manipur.
