Cabinet approves assembly session on Feb 10

The state cabinet convened Wednesday at Tamenglong district headquarters has approved convening the 7th session of the 12th Manipur Legislative Assembly on February 10.The cabinet also gave approval to the Draft Manipur Tenancy Bill, 2025.Ever since the inception of N Biren Singh-led government in the state, the state cabinet was held at district headquarters of hill districts in phased manner, but could not continue after the eruption of violence on May 3, 2023.After almost two years, cabinet meet in hill districts resumed on Wednesday at Tamenglong district headquarters though some cabinet ministers could not attend it.
The cabinet meet chaired by chief minister N Biren Singh was attended by ministers Th Biswajit Singh, K Govindas, Awangbow Newmai, Dr Sapam Ranjan, L Susindro, Heikham Dingo, Th Basantakumar and Khasim Vashum.
Rural Development and Panchayati Raj minister Yumbam Khemchand did not attended the meet.
Two Kuki ministers Nemcha Kipgen and Letpao Haokip were also absent despite convening the same in the hill district.
The cabinet meet with the attendance of nine ministers and top officials of the state including chief secretary PK Singh discussed a total of 16 agendas and 14 of them were approved.
The cabinet decided to call the 7th session of the 12th Manipur Legislative Assembly on February 10.Notably, the 6th session of the session Manipur Legislative Assembly was adjourned sine-die on August 12, 2024 .
Another key decision arrived at Wednesday's cabinet meet was the approval given to the Draft Manipur Tenancy Bill, 2025 .
After the Union cabinet approved Model Tenancy Act (MTA) on June 2, 2021 and directed states and Union Territories to adopt the Act, the state cabinet too gave approval to the Draft Manipur Tenancy Bill, 2025 in the interest of those renting houses and regulate tenancy by establishing rent authority.
Municipal Administration, Housing and Urban Development will be the nodal department when the Bill becomes Act.
The cabinet also discussed issues related with Manipur Water Supply Project being taken up by Public Health Engineering Department (PHED) with the funding of New Development Bank (NDB) as part of externally aided project and gave approval to the agenda.
Components of the project include augmentation of water supply system and construction of new water supply scheme.
The project will cover water supply schemes in Imphal planning area and 25 other towns as well as 1731 habitations.
As per the national guidelines, the project aims to provides 135 litre water per head per day and a Memorandum of Understanding (MoU) regarding Manipur Water Supply Project was signed between the Government of India, Government of Manipur and NDB on June 3, 2020, Among other agendas approved during Wednesday's cabinet meet were implementation of Pradhan Mantri Awas Yojana 2.0 in the state, Imphal and Thoubal Comprehensive City Mobility plan, implementation of Manipur Money Lenders Act, 2024 and the Manipur Urban Road, Drainage & Asset Management Improvement Project.
