State police weak in investigation: DGP

DGP Y Joykumar today inaugurated a two-day workshop on Unlawful Activities (Prevention) Act, 1967 at the 1st MR Banquet Hall.
Speaking on the occasion, Joykumar admitted that police investigation into cases in the state is very weak.
To overcome the weakness, investigation teams will be set up in each of the four valley districts in the state, he added.
Remarking on the case of Kh Landhoni who was arrested by the NIA and is at persent in a jail in Guwahati he said, many civil societies particularly women bodies are demanding her release.
The jailed person herself had also protested against her detention by launching a hunger strike.
The DGP said, people should know she has not been released because she is a cadre of the UNLF.
UA(P) Act should be enforced effectively.
Under the Act, a person arrested by police can be taken into their custody for 30 days.
However, the state police usually seek only 15 days custody.
This being the reason, effective investigations cannot be conducted and as a result, many cases could not be fought successfully, Joykumar added.
He further revealed weaknesses on the part of the Investigating Officers of the state police during investigation.
They should interrogate an arrested person thoroughly.
IOs do not take care of issuing seizure memos.
This is another reason behind the failure of cases.
The DGP also declared that a police officer of not below the rank of Sub-Inspector can go to the NIA on a deputation basis.
Interested police officers should go on deputation and take the advantage of earning more knowledge in investigation, he added.
Top officials of the NIA including DIG (intelligence) Coy Satawanta Trivedi and SP Satish Rani and officers of state police took part in the workshop.
