A prompt, impartial and independent judiciary is a must: DGP

Director General of Police, Manipur Yumnam Joykumar today stated that a prompt, impartial and independent judiciary is a must for delivering justice.
Speaking as Chief Guest of the valedictory function of a 7-day-long training programme on Human Rights at Manipur University, DGP Joykumar said that besides police, judiciary has also a great role to play in delivering justice.
If the judiciary is not prompt enough, justice will be denied even if the police really work hard.
He observed that the quality of investigation by the state forces has improved upto a great extent.
Because of the decrease in pressure to face counter-insurgency, police can now devote more time in investigation and public relations.
He also pointed out that the main reasons for delay in investigation are lack of equipment, electricity and lack of knowledge about the crime scenes on the part of the people.
Besides, DGP Joykumar, the valedictory function was attended by Coordinator of Centre for Human Rights & Duties Education (CHRDE), Manipur University M.Sureshkumar as President while Dean of Students' Welfare, Manipur University Prof.R.K Hemakumar; Registrar of the University Prof..NLokendra and President All Manipur Bar Association Khaidem Mani as Guests of Honour.
DIG Range-I Clay Khongsai and Editor of Freedom R.K Ranendrajit were among the resource persons present on the occasion.
In his presentation earlier, R.K Ranendrajit asserted that alienation between the security forces and public is increasing day by day.
So, a serious thought is required and clinical workshops should be organized to improve public relations.
The 7-day long training programme began on 19th July and was organized by CHRDE Manipur University with participation from members of various civil society organizations, employees and students of the state.
Since 2006, CHRDE has been taking up a number of challenging and academic training programmes across the length and breadth of the state.
