Land records still lying in DC offices

Although the deadline given for transferring all the land records lying in the offices of Deputy Commissioners to the Land Records and Settlement Department has been expired, the same is yet to be complied.
As per the Manipur Land Reforms and Land Revenue (ML& LR) Act, 1960, these land records were to remain in the custody of Settlement Department.
However, in complete disregard of this Act, Chief Minister O Ibobi Singh led Congress Government issued an office memorandum on June 15 last year for handing over the land records to the respective District Commissioners in the name of computerising these records.
Since then public have been encountering various inconveniences at the time taking loan from the bank and other purposes they they could expect no assistance whatsoever from the side of Settlement Department.
On the other hand, with all the land records transferred to the offices of Deputy Commissioners, the employees of Settlement Department have been finding it hard to while away their times after coming to the office as there is no work for them to do.
As per the office memorandum for handing over the land records to the offices of Deputy Commissioners for the computerisation process, the same were supposed to be handed over to the Settlement Department by March 31 this year.
But even after more than 3 months of expiry of the deadline, the land records are still lying in the offices of the Deputy Commissioners.
