All Tribal Rights' Protection Forum Manipur demands proper SC & ST quota

The All Tribal Rights' Protection Forum Manipur (ATRPFM) has demanded the State Government and the authorities concerned to halt the DPC process for appointment by promotion in Power Department (MSPDCL & MSPCL), Manipur, until and unless SC&ST reservation quota with rectification is worked out in accordance with prevalent OM, law and rules.
A press release issued by the general secretary of ATRPFM stated that direct recruitment and appointment by promotion are governed by the Manipur Reservation of Vacancies in Posts and Services (for Scheduled Caste and Scheduled Tribes) Rules, 2011 and reasoned that 31 percent of the posts should be given to STs in both MSPDCL & MSPCL, Manipur.
It explained that the representation of STs is very low in the Power Department and if the reservation rules are not strictly observed, equilibrium in public employment between weaker sections and advanced section cannot be reached.
It claimed that 42 Section Officer Grade-I (Electricity) were appointed to the post of Assistant Engineer (Electricity) by way of promotion in Electricity Department, Manipur on February 27 last year and alleged that in the said appointment, none of the ST officers was included.
Explaining that as per rules, 31 percent of the posts out of the 42 should have been given to the ST officers, ATRPFM said that this did not happen which is discriminatory, illegal, unconstitutional, bias and arbitrary.
It continued that the Executive Director (HR/Admn/IT/Legal) of MSPDCL issued a circular on July 9, to process a DPC for promotion of Assistant Manager (Elect) to Deputy Manager (Elect) and from Deputy Manager to Manager (Elect) and explained that there are backlog vacancies of Assistant Engineers for STs in Power Department.
The backlog vacancies should be filled up only by ST, failing which equal representation as mandated under the Constitution will be left redundant, it claimed.
As such, ATRPFM appealed the authority concerned to streamline the system so that unscrupulous non-ST/SC/OBC persons are prevented from securing appointment meant for STs/SCs/OBCs in collusion with the Head of Department or through other influences, as well as to ensure 31 percent reservation for the STs in any upcoming appointments.
