MSPP drafts resolutions, demands Government's action by November 10

Manipur State Panchayat Parishad (MSPP) has organized a one day Panchayat conference for effective functioning of Panchayati Raj Institutions (PRIs) in Manipur.
The event was held at Panchayat Bhawan, Porompat today.
The conference was attended by Zilla Parishads and 322 Pradhan and Up Pradhan from 6 districts of Manipur.
The event included interaction and discussion of problems the PRIs are facing at grassroot levels to bring amicable solutions for development in villages.
Chief guest of the function Dr RK Ranjan urged members and officials of the PRIs to close gap with all stakeholders and called for active participation of the local people in the functioning of the PRIs.
Pradhans froiw different districts shared problems and plans of their respective Panchayats in the conference.
Some Pradhans lamented that line departments sometimes hinder or stall the Panchayats' works and said that delay in release and transfer of funds for NREGA works-is a stumble block in the development works.
Some Pradhans and members of the institutions alleged that high ranking officials deduct some percentage from the funds meant for NREGA works.
The conference took a number of resolutions which include the demand for amendments and changes in the MRP Act 1994, following Article 243B of the 73rd Constitutional Amendment Act 1992, 'to enforce 3-tier system in the State'.
It also demanded delimitation of Zilla Parishad, Panchayat and Ward territorial constituencies with respect to population.
The conference further resolved to demand constitution of District Planning Committee in the six valley districts.
It also demanded separate Chief Executive Officers and official staff of the Zilla Parishads for better functioning.
It sought the appointment of a separate DRDA Executive Director for better management of the Centre sponsored schemes.
The conference resolved to demand special fund from the State Government for the ZPs.
It resolved to appeal the State Government to give the local bodies the '10% of the State own revenue including State share of Central taxes as per 3rd SFC Awards guideline' .
The drafted resolution also appealed the State Government give 'Annual Local Body's Areas Development Fund' to the PRIs.
