JCILPS submits memorandum to Govt

Joint Committee on Inner Line Permit System is all set to submit a 97-page memorandum to the State Government on Saturday (August 8) explaining the detailed reason on the need for incorporating the five points recommended by the Joint Committee in the proposed Draft Bill currently prepared by the Government.
At a press meet held this evening here, JCILPS convenor in-charge Kh Ratan said the details of the origin of the ILP movement and the current protest by the students, women, children and men on the issue will be highlighted in the memorandum.
It will also explain how the current 10 Lakh non-local population has been increased in Manipur which had only 2,718 non-Manipuris in 1948 when the State was still an independent country.
The memorandum will further elucidate on the future non-local population explosion which may increase by 40 crore in the next seven decades, Ratan said.
He said the part I of the memo lays out the reasons for submission of the memo on the need for introduction of ILP system or a similar law in Manipur.
Part II deals with the objective historical narrative of the pre-merger polity, its policies on outsiders, its laws of integration of outside incoming elements into prevailing social structure and its policies for regulation and control of migrant population which can be considered in the preamble and background history in the framing of an alternate law in lieu of the Bengal Eastern Frontier Regulation, 1873 .
The arguments raised here could also be considered for designing a fresh legislation to revive the permit system applied during the Maharajah's rule which was also approved by the Government of India in 1948, but unfortunately abolished under controversial circumstances in 1950 .
Part III of the memo shall include the JCILPS's justification of the compatibility with the Constitution of India and International Law of the 5-point-demand�on issue of permit or pass and issues on cut-off base year of non-indigenous people, non-alienation of land to non-indigenous persons, expansion and smooth functioning of the Labour Department and detection and deportation of non-indigenous persons, Ratan added.
Ratan also demanded the State Government to give a definite assurance to implement all decisions taken by the public.
He added there is no any sign of action being taken against all police personnel involved in the killing of student Sapam Robinhood till now.
He said ordering a probe into the death is paying merely lip service to the public.
All police personnel responsible for the killing of the 16-year-old student must be suspended first, he demanded and said the Joint Committee will carry the ILP movement forward and decide after consultation with the public if it wants to hold talks with the Government on the issue.
