Cabinet okays Manipur SSC Rules, Start-up fund
State police to replace Assam Rifles for guarding Indo-myanmar border: Th Basanta

Imphal, September 01 2022: The state cabinet chaired by chief minister N Bireri on Thursday approved Manipur Staff Selection Commission Rules 2022, creation of posts for the commission and constitution of Manipur Venture Fund for Startup among other resolutions.

The cabinet meeting held at the CM's secretariat discussed 33 agendas and approved 32 of them.

Interacting with the media after the meeting, education minister Th Basantakumar said that the government is putting its best efforts to maintain transparency in recruitment of government jobs and the constitution of Manipur Staff Selection Commission is a step towards achieving the objective.

In order to implement the initiative, Thursday's cabinet approved Manipur Staff Selection Commission Rules, 2022 and appointment of a retired IAS or IPS, who is well-versed in the service rules, for the post of the chairman.

While approving creation of posts for the commission, the government will maintain transparency and sincerity in the recruitment of the posts by publishing advertisement in the public domain, he said.

Regarding deployment of Assam Rifles for guarding the Indo-Myanmar border, he said that the state government, after seeking approval from the ministry of home affairs, has decided to utilise the police for the job.

In this line, Thursday's cabinet approved construction of 34 police outposts along the Indo-Myan mar international border and 6 police outposts along National Highway- 37 (Imphal-Jiribam) by Manipur Police Housing Corporation Limited.

The cabinet also approved setting up of State Water Informatics Centre (SWIC), Manipur and declaration of Water Resources Department (WRD) as the nodal department for setting up of SWIC in the existing State Water Resources Data Centre under National Hydrology Project (NHP).

It also approved direct purchase of land adjacent to the Marjing Pony Complex, Pangei in Imphal East district and constitution of Direct Land Purchase Committee for the same while earmarking Rs 2 crore.

The cabinet approved contractual engagement of 33 veterinary officers, 33 para-vet and 33 drivers cum veterinary attendants as well as establishment of Mobile Veterinary Unit (MVU) under Centrally Sponsored Scheme - Livestock Health Control Programme.

It also approved engagement 17 supervisors and 34 Data Entry Operators on contractual basis under Centrally Sponsored Scheme Rashtriya Gokul Mission (RGM) The meeting also approved a Joint Venture Model for Railway Projects in the state for taking up works related with passenger dropping zone and cargo dropping zone as well as transportation of the same to different destinations.

The cabinet further approved hiring of M/S Tayal Filrner for consulting and providing staff for CM da Haisi programme; engagement of staff for Social Media Cell of CM's secretariat on contract basis for one year; bifurcation of existing SDC Imphal West (Central) Circle into two circles; creation of a SDC circle in Makui in Kangpokpi district; creation of Manipur Land and Forest Cell; implementation of the Manipur Urban Area Transit Oriented Development (TOD) Policy, 2022; final publication and implementation of Manipur Transferable Development Rights (TOR) Policy, 2022; implementation of the Manipur State Affordable Housing Policy for Urban Areas, 2022; and final publication and implementation of Manipur Urban Solid Waste Management Policy, 2021.It further approved absorption of 13 employees of MUDA to its parent department MA-HUD directorate with effect from the initial date of appointment; amendment of Manipur Civil Engineering (PWD) Service Rules, 2016 and Manipur Electrical and Mechanical Engineering (PWD) Service Rules, 2016; amendment to recruitment rules for post of additional secretary of MPSC.

Basantakumar further said that the Chief Minister's Health for All (CMHA) scheme is showing good progress.

So far, the programme has reached out to 909 villages and screened 2.28 lakh people for various diseases.

In order to run the scheme successfully, the cabinet has approved contractual engagement of staff; selection/ recruitment of 144 Community Health Officers on contract basis under AYUSHMAN Bharat-Health and Wellness Centres (AB-HWCS), National Health Mission; and direct purchase of 0.75 acre of land for construction of Community Health Centre at Napet Palli in Imphal East district.

It also approved recruitment of Medical Officers in Manipur Health Services through MPSC with the provision of 10 additional marks in the written test to doctors, who have performed 100 days COVID related duties.

The cabinet also approved implementation of Social Security Scheme in MSPDCL and MSPDCL; state government guarantee of Rs 161.33 Crore (Rs 60.665 Crore each for REC and PFC) to clear the outstanding dues of Rs 161.33 Crore to Generators and Transmission Companies as on June 3, 2022, and others.

It also approved one time relaxation of qualifying years for service for appointment to the post of Forester by promotion.

Thursday's cabinet further approved recruitment of 30 coaches in respect of Youth Affairs & Sports and re-designation of four posts of stenographer to Office Assistant cum Computer Operator and one post of Progress Assistant to Coach respectively.

The approved numbers of coaches for different disciplines are Archery (1), Athletics (3), Basketball (1), Badminton (2), Bodybuilding (1), Boxing (2), Football (5), Handball (1), Hockey (3), Judo (1), Lawn Tennis (1), Shooting (1), Swimming (2), Table Tennis (1), Volleyball (1) and Weightlifting (2) .

The cabinet also approved service regularisation of Md Anwar Ali (contract employee) to the vacant post of sweeper in Imphal Municipal Council in recognition of his contribution in the cremation of Covid-19 victims during the peak of Covid-19 pandemic, the minister added.
