2 ADC members resign

Two ADC members from Ukhrul District have tendered their resignations from the primary membership of Manipur Pradesh Congress Committee (MPCC) accusing the party of insensitivity and neglecting the aspirations of the tribal community by the Congress-led State Government.
In a joint resignation letter forwarded to the MPCC President Gaikhangam who is also the Deputy Chief and Home Minister, Peter Kamkara representing Nungbi ADC constituency and K Naokahao from Chingjario Constituency stated that existing Constitutional provision of Article 371 (Special provision for Manipur) on which the Manipur Autonomous District Council Act 1971 which is totally an inadequate legislation to meet the aspirations of the people.
Moreover, the two ADC members pointed out that the Hill Area Committee Members in 1990 had also taken a decision on not participating in the ADC elections till the provisions of Sixth Schedule is extended to the Hill Districts of Manipur.
Over the last 20 years, the ADC election was kept under abeyance and in 2010 the Congress Government had decided to hold District Council election under compulsion against the threat of annihilation from the Naga armed groups, said the two ADC members.
They said despite this fact, they had participated in the last election at the risk of their lives hoping that the Government will finally concede to the demand of the hill community.
Peter Kamkara and K Naokahao said they have now realized that the sacrifices made have not brought any results as the Government of Manipur failed to improve the structure, functions and powers of the ADCs.
The two alleged that neither financial autonomy nor administrative power have been devolved to the ADCs in spite of their persistent demand for devolution of power and function.
The tribal community have not benefitted from the present arrangement and have not received any benefits from the current ADC structure and function as the state Government continues to be insensitive to the needs and aspiration of the people, alleged the two ADC members.
